To the International Journal of Health Systems Resilience (INJHSR)!
Health system resilience has been defined as the ability to prepare
for, manage (absorb, adapt and transform) and
learn from shocks (WHO, 2020). It is an overarching concept that spreads across all health system building blocks namely (i) service delivery, (ii) health workforce, (iii) health information systems, (iv) access to essential medicines, (v) financing, and (vi) leadership/governance. Health system resilience is a broader concept that goes beyond the preparedness and response functions in relation to the adversities such as disasters. The COVID-19 Pandemic has provided much evidence to the presence, as well as an absence of the health system resilience at the global, national, sub-national, and institutional levels. The INJHSR provides a platform for academics and practitioners to explore, discuss, debate, and innovate in the field of health system resilience. In addition, it aims to document best practices and lessons learned in the field of health system resilience for the benefit of the future generations of health system planners, managers, and above all, the users.

Dr. Novil Wijesekara MD

Novil is a Medical doctor (Bachelor of Medicine and Bachelor of Surgery) with Doctorate of Medicine in Community Medicine, Master of Science in Disaster Management, Master of Science in Community Medicine, Post Graduate Diploma in Diplomatic Studies and Foreign Relations and Diploma in Human Rights and Peace Education with a strong focus towards community resilience, community engagement, disaster preparedness, and response, outbreak preparedness and response, environmental health and drinking water quality. Founder of the Community Resilience Center and the co-founder and honorary president of Community Tsunami Early Warning Center (now known as the Community Tsunami Education Center. Edupreneur and managing director – Resilience Research Training and Consulting.

Donnie Woodyard Jr.

Donnie Woodyard, Jr. is an internationally recognized leader and subject matter expert in the areas of Emergency Medical Services, disaster medicine, and public health leadership. Donnie is currently the Chief of Emergency Medical & Trauma Services for the State of Colorado (USA) and the Vice Chair of the United States Interstate Commission for EMS Personnel Practice. He previously served as the COO of the National Registry of EMTs (USA), the State Director of EMS for Louisiana (USA), the CEO of Med1/Falck (Sri Lanka), and a health systems consultant for the World Health Organization. He has authored numerous papers, journal articles, textbooks and treatment guidelines. Outside work, Donnie is an airplane pilot, SCUBA Dive Master, and an avid global traveler. Donnie has a master’s degree in Management and Leadership, awarded with highest honors, from Liberty University, a bachelor’s degree from Indiana University, and an associate degree from New River College. He is currently pursuing his PhD in Public Administration.
